App Description

The RuleCheck mobile application was developed to support Port State Control Officers (PSCOs) and users from national authorities carrying out coast guard functions in the EU Member States. The mobile application contains all the rules and procedures which apply to ships to be inspected, based on the ship type, age and other ship particulars that can be included by the user.


The system has been enhanced and maintained multiple times to ensure that Port State Control Officers (PSCOs) in different regional agreements on port State control (MoUs) are able to properly apply the relevant rules to ships, notwithstanding the complexities contained in the various International Conventions ensuring an easy access to the Convention references supporting the deficiencies reported during inspections.


The availability of International Maritime Organisation (IMO) and International Labour Organisation (ILO) documents as well as EU legislation and easy accessibility of their content leads to improvements in the effectiveness and consistency with which inspections are carried out in all countries which operate under a Port State Control regional agreement.
