EE Safety App is used by the PennDOT field employees to capture information about Near Misses as defined in form P-73.

A near miss is an event that was observed to have had the potential to be categorized as an accident, but did not result in property damage, an injury or illness requiring professional medical attention, or a fatality. This may include, but is certainly not limited to, work zone intrusions that do not result in an accident.
