Quality Monitoring System (QMS) - App for monitoring the quality of PMGSY works

Pradhan Mantri Gram Sadak Yojana (PMGSY) lays special emphasis on the quality and timely completion of road works; therefore, in order to ensure that works taken up under the programme meet the requisite standards QMS mobile app has been developed to monitor the quality of PMGSY works through field monitoring observations by independent Quality Monitors i.e. National Quality Monitors (NQMs) and State Quality Monitors (SQMs).

All the inspections conducted by Quality Monitors are recorded through this mobile app along with recording of geo-tagged photographs and quality monitoring observations, which are then uploaded on OMMAS. Every independent monitor is required to grade the quality of every item and sub-item of work and based on grading of various items and sub-items of work, overall quality Grading would be generated as per guidelines. The work generally conforming to specifications would be graded “Satisfactory” (S) and work which generally doesn’t conform to specifications would be graded “Unsatisfactory”, however, if a work needs some improvement to conform to specifications it would be graded as Satisfactory Requiring Improvement” (SRI).
