Chief Minister-Special Assistance

The CM-Special Assistance: Mukhyamantri Swatantra Sahayata (CM-SA) Scheme is a state initiative aimed at supporting essential development works of local importance. Introduced in 1997–98 as the Special Problem Fund (SPF), the scheme was renamed in 2023–24 to reflect its expanded focus and commitment to grassroots development.

The scheme facilitates the creation and improvement of community-focused infrastructure by addressing critical gaps in existing development facilities. Project proposals may be recommended by Hon’ble MLAs, local public representatives, or field officers, ensuring that local needs, priorities, and public sentiments are adequately considered.

Under the CM-SA Scheme, assistance is provided for projects such as the renovation and preservation of heritage structures, upgradation of educational institutions with modern learning facilities, construction of community halls, roads, bridges, and other public infrastructure, and renovation of public utilities like parks, ponds, libraries, and prayer halls. The scheme primarily supports projects falling under district-sector subjects and is designed to benefit the community at large.

However, the scheme does not support non-developmental activities, projects that benefit individuals, those that create future financial liabilities, involve contingent expenditure, or include the construction or completion of religious works. Overall, the CM-SA Scheme plays a vital role in promoting inclusive, need-based, and sustainable local development.
