App Description
Over 1,400 questions from the official Respan database — from sections 11, 12, 13 and 30. Practice, explanation and test
Skippy — All the preparation for the Maritime Theory Tests of the Israel Maritime Authority (RMSPAN), for all boating licenses, in one app.
Over 1,400 questions from the official question banks of the Israel Maritime and Ports Authority (RMSPAN), with a full explanation for each answer, a test simulation under real conditions and personal progress tracking.
Skippy was built so that you can take the test with confidence: not to memorize questions, but to really understand the material.
For all boating courses
• Jet Ski — Class 11
• Otzma Motorboat A — Class 12
• Otzma Motorboat B — Class 13
• Skipper / Coastal Sailing — Class 30 (Seamanship C, Instrument Navigation and Coastal Navigation, Mechanics)
What's in the app
• The complete official question bank — Seamanship, Navigation, Mechanics and the Rules of the Road at Sea, exactly as they appear in the exams, Hand-in-hand coastal navigation practice for all stages Question.
• Instant feedback — you see the correct answer and explanation at the moment you answer, not at the end.
• Full test simulation — 50 questions under the conditions of the real test, with a passing score according to the requirements.
• Error practice — the app remembers what you got wrong and returns you to exactly those questions.
• Short lessons — learning from the ground up with illustrated diagrams, even for those starting without a nautical background.
• Lights and signals — 122 official boards with the appendix: night lights, day signs, flags of the international code and sound signals, with the official explanation for each board.
• Failing questions — in the real test, one mistake in such a question fails the entire exam. Here they are marked, and you can only practice them (Meshit 30, Yamaot 3).
• Map work for navigation A — guided practice of working on the map, move by move.
• Progress tracking — for each route and each test: how many answers you answered, what is the success rate and what is left.
• Working Even without internet — you can practice on the bus, at sea or in the classroom.
Who is it for
For anyone who has registered or plans to register for a sailing course and is preparing for the marine theory test — independent learners and sailing school students alike. Whether you are preparing for your first marine theory test for a jet ski, or for a skipper's sailing license, the material here is arranged according to your route.
Why Skippy
Because it was built by someone who studied for the test himself. Each question was reviewed against the official document, the explanations were written to teach and not to fill space, and the interface is entirely in Hebrew — clean, fast and built for long practice.
Frequently Asked Questions
Is the database up-to-date? Yes — the questions are taken from the official RASP databases, and content corrections come to the application without waiting for an update from the store.
How long does it take to prepare? Depends on the route and the starting point. You can spread the database to several dozen questions a day, and save the full simulations for the last week before the exam.
Do you need an internet connection? No. After the first download, you can practice completely offline.
How much does it cost? The app is free.
Is it also suitable for those who study at a sailing school? Yes. You can practice in parallel with lessons, and only repeat what you have not yet mastered.
Skippy is an independent app and is not on behalf of the Israel Shipping and Ports Authority. The question databases are public documents of the Israel Shipping and Ports Authority.
Is something missing or unclear? There is a link to the Skippy community on WhatsApp within the app — we would love to hear from you.
